Journal of Politics, Governance, and Administration (JPGA) is a peer-reviewed academic journal published by LaKaspia, the Aceh Institute for Social and Political Studies. LaKaspia, established on December 10, 1999, and restructured on October 4, 2022 (Registration No. AHU-0010506.AH.01.07.TAHUN 2022), is dedicated to advancing scholarly research in the fields of political science, governance, public policy, and public administration. As a prominent research institution, LaKaspia has long been committed to promoting interdisciplinary approaches to the study of political institutions, governance mechanisms, and administrative practices at both local and global levels.

This study analyzes the appropriateness of applying the concept of Impossibility of Performance (IoP) by the Independent Election Commission (Komisi Independen Pemilihan, KIP) of Aceh Barat Daya in rejecting the implementation of the re-vote (pemungutan suara ulang, PSU) recommended by the Election Supervisory Committee (Bawaslu) during the 2024 General Election. Using a normative juridical method with a statutory approach, this study examines relevant legal instruments, Constitutional Court decisions, and legal doctrines related to the enforcement of administrative electoral law. The findings indicate that the application of the IoP principle by KIP Aceh Barat Daya was legally inaccurate, as there was no factual or legal condition that met the criteria established in Constitutional Court Decision No. 01/PHPU-PRES/XVII/2019. Consequently, the use of IoP in this context reflected a misinterpretation of legal impossibility, which potentially weakens public trust in the fairness of electoral law enforcement. The study contributes to the strengthening of the legal framework and institutional accountability in Indonesia’s electoral management bodies.
Abstrak
Penelitian ini menganalisis ketepatan penerapan konsepsi Impossibility of Performance (IoP) oleh Komisi Independen Pemilihan (KIP) Kabupaten Aceh Barat Daya dalam menolak pelaksanaan rekomendasi Pemungutan Suara Ulang (PSU) yang diajukan oleh Badan Pengawas Pemilihan Umum (Bawaslu) pada Pemilu Tahun 2024. Dengan menggunakan pendekatan yuridis normatif melalui statute approach, penelitian ini mengulas instrumen hukum, putusan Mahkamah Konstitusi, dan doktrin hukum yang berkaitan dengan penegakan hukum administrasi pemilu. Hasil penelitian menunjukkan bahwa penerapan prinsip IoP oleh KIP Aceh Barat Daya tidak tepat secara yuridis, karena tidak terdapat kondisi faktual maupun hukum yang memenuhi unsur ketidakmungkinan pelaksanaan sebagaimana dirumuskan dalam Putusan Mahkamah Konstitusi Nomor 01/PHPU-PRES/XVII/2019. Penggunaan IoP dalam konteks ini menunjukkan kekeliruan penafsiran terhadap konsep ketidakmungkinan hukum, yang dapat melemahkan kepercayaan publik terhadap integritas dan keadilan pemilu. Penelitian ini berkontribusi pada penguatan kerangka hukum dan akuntabilitas kelembagaan penyelenggara pemilu di Indonesia.
The exploitation of children as beggars in Lhokseumawe City poses a significant challenge to the implementation of social welfare policy mandated by Aceh Qanun No. 11 of 2013. This study aims to dissect the policy's implementation model by focusing on three core pillars: rehabilitation programs, inter-agency synergy, and social assistance mechanisms. Employing a qualitative approach, data were gathered through in-depth interviews with key policy-implementing actors from the Social Service Agency, Public Order Agency (Satpol PP), and the Office for Women's Empowerment and Child Protection (DP3A). The findings reveal a complex and paradoxical implementation model. Rehabilitation programs, while discursively framed within social investment rhetoric, function more as protective emergency mechanisms in practice. Inter-agency synergy proves effective yet fragile, as it relies on informal relational networks rather than an institutionalized system. Furthermore, the intervention's overarching focus on saving individual children inadvertently overlooks the structural reproduction of poverty at the family level, revealing a constant compromise between policy idealism and field realities.
Abstrak
Eksploitasi anak sebagai pengemis di Kota Lhokseumawe menantang implementasi kebijakan kesejahteraan sosial yang diamanatkan oleh Qanun Aceh No. 11 Tahun 2013. Penelitian ini bertujuan untuk membedah model implementasi kebijakan tersebut, dengan berfokus pada tiga pilar utama: program rehabilitasi, sinergi antar aktor, dan mekanisme bantuan sosial. Menggunakan pendekatan kualitatif, data dikumpulkan melalui wawancara mendalam dengan para aktor kunci pelaksana kebijakan dari Dinas Sosial, Satpol PP, dan DP3A. Hasil penelitian mengungkap sebuah model implementasi yang kompleks dan penuh paradoks. Program rehabilitasi, meski berlandaskan retorika investasi sosial, dalam praktiknya lebih berfungsi sebagai mekanisme protektif darurat. Sinergi antar aktor terbukti efektif, namun rapuh karena bertumpu pada jejaring relasional informal, bukan sistem yang terlembaga. Lebih lanjut, keseluruhan intervensi yang berfokus pada penyelamatan individu anak secara tidak langsung mengabaikan masalah reproduksi kemiskinan struktural di tingkat keluarga, menunjukkan sebuah kompromi konstan antara idealisme kebijakan dengan realitas lapangan.
This study aims to analyze the political strategies employed by female legislative candidates of the National Awakening Party (PKB) in winning the 2024 legislative election in Lhokseumawe City, Indonesia. A qualitative descriptive approach was applied, using in-depth interviews, observations, and documentation involving elected candidates, party officials, and campaign volunteers as key informants. The findings reveal that PKB female candidates adopted a strategy combining persuasive and material approaches to mobilize voter support. This strategy was implemented through social engagement activities, the utilization of women’s religious networks, and the distribution of symbolic and practical economic assistance. Beyond tactical efforts, their success was also determined by the effective use of social, cultural, and economic capital in navigating Aceh’s patriarchal socio-political structure. The study concludes that women’s political achievement in local elections is not solely shaped by affirmative policy but also by their ability to construct social legitimacy and trust among grassroots communities. This research contributes to the scholarship on gendered political strategy by highlighting how local cultural values and social relations strengthen female electability within patriarchal political systems.
Abstrak
Penelitian ini bertujuan untuk menganalisis strategi politik yang digunakan oleh calon legislatif perempuan Partai Kebangkitan Bangsa (PKB) dalam memenangkan Pemilihan Legislatif Tahun 2024 di Kota Lhokseumawe. Penelitian ini menggunakan pendekatan kualitatif deskriptif dengan teknik pengumpulan data melalui wawancara mendalam, observasi, dan dokumentasi terhadap calon legislatif terpilih, pengurus partai, serta relawan kampanye. Hasil penelitian menunjukkan bahwa calon legislatif perempuan PKB menerapkan strategi yang menggabungkan pendekatan persuasif dan materialis untuk membangun dukungan pemilih. Strategi ini diwujudkan melalui kegiatan sosial, pemanfaatan jaringan organisasi keagamaan perempuan, serta pembagian bantuan ekonomi yang bersifat simbolik dan praktis. Selain faktor strategi personal, keberhasilan mereka juga dipengaruhi oleh kemampuan memanfaatkan modal sosial, budaya, dan ekonomi dalam konteks masyarakat patriarkal Aceh. Temuan ini menegaskan bahwa keberhasilan perempuan dalam kontestasi politik lokal tidak hanya ditentukan oleh kebijakan afirmatif, tetapi juga oleh kapasitas mereka membangun legitimasi sosial di tingkat akar rumput. Penelitian ini berkontribusi pada kajian strategi politik gender dengan menunjukkan bagaimana nilai-nilai lokal dan relasi sosial digunakan untuk memperkuat elektabilitas perempuan dalam sistem politik berbasis patriarki.
This study aims to analyze the implementation of the tourism management policy at Cemara Beach in Lingka Kuta Village, Gandapura District, Bireuen Regency. The research focuses on four key dimensions: communication, resources, disposition, and bureaucratic structure based on the policy implementation model proposed by George C. Edwards III. A qualitative descriptive approach was applied, with data collected through interviews, observations, and documentation involving village officials, tourism managers, and local community members. The findings reveal that the implementation of the Cemara Beach tourism management policy has not yet been fully effective. In terms of communication, there remains a gap in coordination between village authorities and tourism managers; in the resource aspect, limited funding and inadequate infrastructure remain major constraints. Meanwhile, the disposition aspect shows a relatively high commitment among managers, although coordination with local government agencies remains weak. The bureaucratic structure is still simple and lacks an integrated operational mechanism. Overall, this study highlights that the effectiveness of tourism policy implementation at Cemara Beach requires improved interagency communication, adequate resource support, and strengthened institutional capacity for sustainable community based tourism management.

Penelitian ini bertujuan untuk menganalisis implementasi kebijakan pengelolaan wisata Pantai Cemara di Gampong Lingka Kuta, Kecamatan Gandapura, Kabupaten Bireuen. Fokus penelitian diarahkan pada empat aspek utama, yaitu komunikasi, sumber daya, disposisi, dan struktur birokrasi sesuai model implementasi kebijakan dari George C. Edwards III. Pendekatan penelitian yang digunakan adalah kualitatif deskriptif dengan teknik pengumpulan data melalui wawancara, observasi, dan dokumentasi terhadap aparat pemerintah gampong, pengelola wisata, dan masyarakat setempat. Hasil penelitian menunjukkan bahwa implementasi kebijakan pengelolaan wisata Pantai Cemara belum berjalan optimal. Dari aspek komunikasi, masih terdapat kesenjangan informasi antara pemerintah gampong dan pengelola wisata; pada aspek sumber daya, keterbatasan dana dan sarana prasarana menjadi kendala utama. Sementara itu, aspek disposisi menunjukkan adanya komitmen pengelola yang cukup tinggi, namun belum didukung koordinasi yang kuat dengan pihak pemerintah daerah. Struktur birokrasi juga masih bersifat sederhana dan belum memiliki mekanisme kerja yang terintegrasi.Secara keseluruhan, penelitian ini menegaskan bahwa efektivitas implementasi kebijakan pengelolaan wisata Pantai Cemara memerlukan peningkatan komunikasi antarpihak, dukungan sumber daya memadai, serta penguatan kelembagaan desa wisata agar pengelolaan dapat berkelanjutan.
This study aims to analyze the transformation of Bantayan tourism destination in Seunuddon Subdistrict, North Aceh Regency, based on local community potential. This phenomenon is significant since, despite Bantayan’s natural attractiveness, its tourism development remains suboptimal due to weak promotion and limited community-based innovation. The study employed a qualitative descriptive approach using field study methods, involving village officials, tourism managers, traders, and visitors as key informants. Data were collected through interviews, observations, and documentation, then analyzed using data reduction and triangulation techniques. The findings indicate that Bantayan’s tourism transformation consists of three main dimensions: strengthening local potential through community participation, improving tourism facilities and accessibility, and promoting innovation through digital media. However, the main obstacles lie in limited funding, low human resource competence, and the absence of specific regulations supporting sustainable tourism development. This research highlights the importance of collaboration among local government, tourism managers, and the community to achieve inclusive and sustainable tourism transformation based on local potential.

Penelitian ini bertujuan untuk menganalisis transformasi destinasi wisata Bantayan di Kecamatan Seunuddon, Kabupaten Aceh Utara, berdasarkan potensi lokal yang dimiliki masyarakat setempat. Fenomena ini menarik dikaji karena meskipun Bantayan memiliki daya tarik alam yang potensial, perkembangan pariwisatanya belum optimal akibat lemahnya promosi dan minimnya inovasi berbasis masyarakat. Penelitian ini menggunakan pendekatan kualitatif deskriptif dengan metode studi lapangan, melibatkan informan dari aparatur desa, pengelola wisata, pedagang, dan pengunjung. Data dikumpulkan melalui wawancara, observasi, dan dokumentasi, serta dianalisis menggunakan teknik reduksi dan triangulasi. Hasil penelitian menunjukkan bahwa transformasi wisata Bantayan mencakup tiga dimensi utama: penguatan potensi lokal melalui partisipasi masyarakat, peningkatan fasilitas dan aksesibilitas wisata, serta inovasi promosi berbasis media digital. Namun, hambatan utama masih terdapat pada keterbatasan anggaran, rendahnya kompetensi sumber daya manusia, dan belum adanya regulasi khusus yang mendukung pengembangan wisata berkelanjutan. Temuan ini menegaskan pentingnya kolaborasi antara pemerintah daerah, pengelola wisata, dan masyarakat dalam mendorong transformasi pariwisata yang inklusif dan berkelanjutan berbasis potensi lokal.
